This is a IKAROS hand deployable Red parachute flare. This flare will go to 1000ft. and burn for  40 seconds at 30,000 candela. It is visable for over 40 miles and will illuminate a very large area at night. It can be used as a signaling device or a distress signal. These are surplus flares.
